Sheff Wed Deals with Serious Challenges, States New Football Authority

'We will play a key role in football's future' - newly appointed regulator David Kogan

The Championship club's persistent issues represent a a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman David Kogan has declared.

During an extensive discussion, the regulator, who was named to the position this week, showed understanding towards the club's followers.

The chairman convened with four supporter groups connected to the Championship side in recent days.

The team have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on several different times, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for football in England and recently we have met fan representatives.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and dealt with."

Economic Challenges and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year led to sanctions by the football authorities in summer, preventing the club from carrying out any player acquisitions for the next three transfer windows, although that restriction was lifted in August.

Authority's Position

Kogan said: "The position was created for the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the fans themselves."

Inquired if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be viewed as the ultimate measure and the regulator would prefer to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an individual owner, without being able to work with that proprietor to address the challenges confronting the team and the owner's facing," the chairman stated.

"In actuality, when you review the record of the sport, over the last 20 or 30 years there have been some owners, few in number, but particular people who have shown negligence in the way which they've been managing their organizations and finally refuse to accept accountability for the long-term prospects."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to detail the scope of the authority recently and maintained it represented a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the football community fails, the significant advances achieved could disappear swiftly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we must maintain momentum.

"Substantial financial resources entering the sport and has been channeled for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

The Premier League opposed the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I fully support the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the concern of undermining the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

Kogan is still facing a "full inquiry" by the official appointments authority after he acknowledged providing funds to the political party in the past.

The official provided financial support for Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am no longer involved in any sort of politics."
